Involuntary Rehab for addicts?

Would it work?
Truth is we want them off the streets, dying. Nothing seems to be working so far…thoughts?

How to do this is still a mystery

Educating and letting people know what is available is all I can think of.

If they break the law, mandatory work programs are also all I can think of...
