@Wiseacre there's a question probably as old as making booze and drugs.
Removing stigmas. Much much better education around addiction and how to spot it in yourself and others etc.
Make treatments free. Raise taxes on booze to pay for it and legalise drugs but again tax that supply to pay for support for those that can't take it or leave it.
