Yep, but maybe not in the form of legitimate commerce.
I was just reading on my hometown facebook account where this marks like the 25 year since a political opponent of the local sheriff tried to murder the newly elected sheriff with a pipe bomb. The contender had previously been the sheriff and wanted his old job back. To help with the crime, he had the help of a hand full of deputies, his old friends who also didn't like the new sheriff. So this as a murder plot by police officers who tried to murder the sheriff. This it failed, the pipe bomb did explode and seriously injured the victim, almost tearing his leg off.
What was the motivation behind such a serious crime? Drugs. Both the new and the old sheriff were cashing in from drug dealers, and the attempted murder was really drug dealers fighting over who controlled the turf. The whole sheriff's department was really just a drug gang.
