I dont know about borders but the drug cartels and criminals would be without momey and money causes violence. Drugs would be treated as a medical issue as they should.

@Andromedanian I would think less because all the fighting is over the money made off of drugs. I think if we look around the world at places which treat drugs differently than we do we might find a better way.

Well it might lead to the destruction of the cartels. Conversely, it might force them into an even more evil business like organ harvesting.
