And cleaning their needles by removing the covers on the toilet paper dispensers and sticking their used needles in the toilet paper to clean the blood off. Then putting the covers back on before they leave. It only takes a tiny drop of blood to transmit hepatitis. This warning was issued by a Walmart employee, story on Daily Mail. The employee suggested that people bring their own tissue to use.

3 year old urban legend. There is not enough blood left on needles to make these marks, and no reason to clean a needle you're not going to reuse. If a junkie wants to preserve the sharpness of a needle for reuse, which dulls more and more with each use, they would never dull it further by forcing it through tightly rolled paper.
