Let's say you have a stand at the farmers' market selling your wares.

I stop, look at what you are selling, chat with you a bit about it, compliment you on how good everything looks, and buy nothing.
Are you mostly pleased, or mostly angry at me for wasting your time?

Hmmmmm... I guess I'd like that you didn't just grab something you wanted.

But my overall feeling would depend upon context: are you doing all this in a way which interferes with the running of my posited stand? If I'm busy and you do that with no purchase, you come across as an annoyance. If I'm not busy, you come across as a potential future customer.
