No. I'm certain the problem is far worse than it is portrayed in the media. All children need to be taught how to respect others from the time they can first walk and talk, but boys need special emphasis on respecting women. Schools should role model and teach how respect is shown. Fathers should model respect for the women in the family. Women need to be very clear and assertive with their boundaries. All men should know that it is never okay to make unwelcome advances. One attempt is OK, but if the woman says no, ignores him or makes no positive response, he needs to back off and not try again. No means no means no. No exceptions.
