Feet are attractive, in part, because they're attached to sexuality.
There's a map of the body in the brain called the somatosensory homunculus. In this neural network, the feet and genitals are so close to each other, that there's neural cross-talk. And, as all brain scientists (and many other people) know, "what fires together, wires together." This could explain foot fetish.
