Why the hell does Klefki exist?

I'm not a Genwunner, (despite growing up with gen 1, and growing up with Pokemon) and I even like the idea of Trubbish. Trubbish makes sense. Trubbish could have come about to camouflage in landfills and a pile of garbage got so nasty it mutated. One thing that bothers me is that you can't search trash cans to find Trubbish or Garbodoar in them. But Klefki. Why. Does. It. Exist? There is no explanation to why it could have came about from a speculative zoology perspective. WHY, KLEFKI. WHY?
