Either can be racism. Someone who judges poor the quality of a person based mainly on their race, rather than more telling traits, is a racist. That is true whether or not they believe their own race to be superior, and whether or not they are biased against just one race.

I'd have to see it in context, but a quick google search shows me only one instance where it's not obviously a typo - and in that case, it clearly means "reverse racist" since it's being used about black people.

I get the impression, admittedly based only on my experience of people who use the term "reverse racism" where normal people would just say "racism", that the term would be used only by total douchecanoes.

OMG think i have finally got it. any one who did not vote for Obama was looked at as being racist, because of his colour, not because he was liberal. some one said to someone you didn't vote for Obama you ARE raciest. you are now Rracisest, if you don't like liberals.
