Homeland security should be ashamed, their budget cut, and the money distributed to local law enforcement so they can replace all the pepper spray they wasted on 80 year old grandmothers during the Occupy movement.

They do need to get their priorities right.

Their priority is to serve the right wing which is dedicated these days to opposing the majority.

I guess they need to justify their huge budget somehow.

It's not the budget, but their natural tendency as bureaucratic machines to support the agenda of the most aggressive and organized.
