Where can a girl with big hips and a small waist find cute shorts, capris and skirts?

I'm very thin though my waist (22") but have very large hips and a big butt and thighs (very 40"+) and can't really find anything to wear. I've been wearing alot of skirts, but they have way too much fabric around my waist and aren't exactly attractive. I DON'T want to wear yoga pants. Any ideas???

LOL. Yes, or online stores. Old Navy actually works for me. I have the same predicament. Slim waist and a butt like kapow!
