Is God referred to as "Him" because "He" is a dominant figure? I would assume "perfect" means gender less?

Gods and Goddesses have always had a gender. The monotheists choose only to worship ONE male God and ignore the many Goddesses.

Note that Solomon's Temple originally had God and Goddess. In the 2nd century BCE Jewish Levite priests pushed Judaism into monotheism and kicked the Goddess out of their Temple.

no, it's simply because societies were patriarchal for a long time. Some people explicitly refer to God as "Her".

I tend to think that it goes back to the old rule in english of 'when unsure, default to the masculine', but I don't really know.
