What does the phrase "Kool-Aid in a wine glass" mean?

I tried looking it up on the internet but I can't find a definition.

I'd guess it means that the presentation has been paid attention too but you can't disguise what the substance is. A bit like the phrase, "You can't make a silk purse out of a sow's ear".
