Should children be genetically engineered?

This book I got the other day is fascinating, but it's giving me the heebes jeebus. What's your opinion on the matter? Is it ethical? Will all humans be genetically engineered in the future? What are the potential risks and rewards?

A hundred years from now, the few people left on Earth will be living in caves. The most valuable liquid won't be oil, it will be drinkable water. We can blame the greed of technology for a lot of this, it doesn't exist to make life better, it exists to make the rich get richer.
