No. If they're completely surrounded by water, there is no distinction between wet and dry.

@loveIy when you are swimming and you are under water are you wet? even though you are totally underwater... :-)

@black4white Yes and no. If you were underwater and touched a fish, would it feel wet?

@loveIywe are not talking about "feeling" we are talking about actuality of the fact...MY swim pants dont "feel" wet but they are... the question is..is the fish wet not does it "feel" wet :-)
