No. Transgender (the actual transgenderism which is visible in the brain) means you want to be/feel like either-or, not in-between or neither.
If you choose to be androgynous or anything else, that's fine. Express how you want, of course. That's not what determines gender. I mean, we don't call tomboys men.
Just as well, I think people who want to control what strangers do are annoying af. People should be allowed to dress like and do what they want with themselves.
