If he didn't we sure blew a lit of money making it look like they did. I met Buzz Aldrin and he was pretty convincing that they did it. There have been hubble shots of the landing sites. Can see the footprints.

Oh, and you can shoot lasers to the moon and get the bounce back signal. Those were left by apollo 11.
