It's nothing more than a fantasy that people feel compelled to believe. Is it conceivable that structures could be built over a VERY long time, at a tremendous cost, to keep EVERYTHING inside? Sure. It's conceivable. But shipping the kind of water that would be needed to sustain life and agriculture 255 MILLION miles away? It's just silly how he's convinced people that this is a tangible, realistic effort.
