How do I let it be known I want to fuck someone (who has a history of not reading signals) without actually telling them?

This is the most frustrating situation!
There are signals and sometimes I think they give me signals too but then there’s no follow through (and trust me I have gone to extreme lengths eg. underwear, suggestive messages, etc)
I think they want to fuck me but are also respectful of me (a little too much)
I want a little romance and foreplay but I don’t need 6 months worth 😂
I don’t want to just say hey fuck me either because we know that doesn’t always do the trick…🙄
