Why do most men just look at women but never say anything?

I'm sure most people have experienced someone just looking at them but not saying anything to you. Sometimes it's a stranger who you meet briefly and sometimes it's a person you see often.

Maybe they aren’t interested or interested but taken. I realize that when a man and a woman meet eyes and there’s acknowledgment there, it is typical for the man to introduce himself to make the first move. If he misses this moment then the opportunity may be lost.
