Why do most men just look at women but never say anything?

I try to observe the world as I pass through it, and when my eyes pause on a woman, it is usually some detail that I find beautiful, a whisp of hair that has escaped, brilliant eyes in the sun, or something else. I usually just give a smile and continue on with my day. I seldom say anything as there are just too many women looking to be offended.

If it is someone I see often, I often make a compliment as well. Appreciating beauty is all that it is.
