Why do most men just look at women but never say anything?

I'm sure most people have experienced someone just looking at them but not saying anything to you. Sometimes it's a stranger who you meet briefly and sometimes it's a person you see often.

My sense of fear is haywired. Put me in a life or death situation and I’m calm as fuck surprisingly. But when it comes to asking a girl out on a date or even just to say hello to a stranger. I then need a change of undies lol.
