Why do most men just look at women but never say anything?

I'm sure most people have experienced someone just looking at them but not saying anything to you. Sometimes it's a stranger who you meet briefly and sometimes it's a person you see often.

@SweetFantasy honestly, I don't want a stranger talking to me, even if they're cute. They are a stranger. I don't know them. They could be a serial killer for all I know

@Nayla everybody is a stranger before you get to know them. If an attractive person saw you and you noticed them, you wouldn't want them to say anything to you? Even some random small talk that could brighten your day a little?

@SweetFantasy no, I wouldn't want them to say anything to me. I've had my own experiences where men have tried to talk to me and not once did it turn into a positive situation.

@Nayla that's usually the case when a man walks by and compliments me but when it's someone I see regularly and it's the same looking but not talking, I'm curious.
