It's a symbolic representation of the political situation at the time it was written. Unfortunately, it's been misinterpreted as "prophecy." No less an authority than Martin Luther thought it shouldn't have been included in the Bible.
It's also very well written and enjoyable just as a piece of literature. If it were up to me, I'd place it with the Apocrypha like Bel and the Dragon and the Book of Enoch, which are considered scripture by the Eastern churches but not the Western ones.
