It depends on the woman I guess. If she is traditional and doesnt have all the femenist hang ups about having to change for a man or implied ownership then absolutely. If not she needs to discuss it with him before accepting his proposal. He may be traditional and be offended by his fiance's unwillingness to take his name after they are married.
