How to confront a cheating spouse?

If you found out that your spouse cheated, what is the best way to confront your spouse and their cheating partner?

Just do it. This is one of those things that doesn't get better with age. If you suspect/know just say it. The sooner you hash out what is happening the better for both of you. Stewing about it silently helps nothing.
