To me, he might genuinely feel that way, but saying it is a bit off. It implies he wants you to see him as someone who likes you and would work hard for you
But who isn't asking you out and isn't working hard for you.
If he likes you than he needs to try to actually form a connection rather than doing a pretend gesture by saying he will do something that he literally admits he cannot do (and thus doesn't deserve credit for)
