A question on marriage legal values.

Should one person sue to pay anything on a marriage, if the other person refuses to marry at the alter?

Please note:
1 the marriage license had already been issued
2 the full expenses had already been paid.
3 there was no marriage contract.
4 most states say without a contract everything is shared.

This was a real case in a small claims court.

How does it go that far in the first place without them knowing if they want to be together. I think the first person just got cold feet and should have to still pay for half the wedding. I've never heard anyone actually say no at the alter but I guess it happens.
