I don't know how to put this, but how come a new woman in a man who has kids life is called a step mom...To the kids he already has?

Why isn't the ex wife anything to the new wife's kids? Does this make sense?

It does matter if they marry, or at least live at the same address and she becomes a substitute for the mother.

Hence the name "step"-mother. The title makes a lot more sense than "biological mother" because that is tautology based on the obvious: everyone can only have one father and mother so anyone taking either's place can only be a "step-parent"
