Why does the girl I am not interested in keep texting me, and the girl I am interested in doesn't?
Ugh, I'm not too fond of this ironic side of life.

Probably the same reason you are interested in the one girl and not the other girl.
Some people are drawn to what they can't have, or to a challenge.
Many times it is where the person is in their life. I was once not interested in dating a certain man, he was a great guy but at the time, I was drawn to the bad boys, and the excitement. Later, after experiencing all the heartache from the bad boys, I realized I had made a mistake and should have at least given it a chance with the really great guy. By then it was too late.
