My experience suggests that is more likely true with women than it is with men, but there is no hard and fast rule. I try to just listen first (to anybody) and then make suggestions only if I feel they might be appreciated. Sometimes, people really do need validation before solutions -- or even, occasionaly, instead of solutions (which I REALLY don't get).
