Depends on the situation, I mean if one of you (man, women, whatever) is financially better minded than the other then it makes a great deal of sense that they are the ones who deal with money and it's better if they then know exactly what is coming in and exactly what is going back out again so they can budget properly and don't over spend.
I mean if you both have equal excess to an account and you both just go dipping into it as you see fit and neither of you have a tight reign on what is going on, well you will run into trouble. Joint accounts are not all unicorns and daisies and they have been the doom of many relationships particularly if one of you happens to be more of a spend thrift than the other.
That said, like I say it all depends on the specifics of their relationship, it might all make a lot of sense when explained fully , it might also be he's just a total control freak and likes to monitor exactly what she is doing, in which case that's totally different.🤷
