It depends on how she's doing it.
If it's constant.... It's a subconscious self soothing behaviour to reduce anxiety.
But if it's touching, especially things like brushing it off their neck, or unnecessarily running their fingers through it....it's supposedly subconscious self grooming.
Which both genders do.
And.... In saying that, some women are experts at this shit, and know just how to turn body language on.
These are the one that will do it just to get a reaction, or to get you to think they like you that way - even when they dont.
Women, in general are highly competitive.
And they will put more effort into atteacting males for their own ego.... Like a social trophy Cabinet.
They won't ever do anything with these males, they are just there to boost the social standing amongst other females.
In short, yes.
