For me it would be Chapterhouse Dune, the last one is the best one. Great characters and a superb conclusion to the Dune series. It would have been Heretics...as that has terrific characters, especially Miles Teg, but is very confusing. The conclusion of the battle between the Bene Gesserit and the Honoured Matres in the 5th sequel is so well written and exciting.
