Why would someone who knows you for 2 years on and off say 'NO' to a skype conversation worth 15mins?

@Soul58 no, I'm only saying it could be because of the off and on situation. She might just not feel like it. Or could be they aren't being totally honest about a relationship situation, such as kinda hard to talk on Skype with ya boyfriend there.
