(usually paraphrased as [i]"Hell hath no fury like a woman scorned"[/i])

It was a great line in 'The Mourning Bride' by William Congreve, who was an excellent writer. In the play it certainly seemed true for Zara (who said it).
If you want to get technical about it: No, it's not an absolute truth. There's a reason why people repeat it jokingly.
