Well we got married almost 59 years ago. I never heard of a woman proposing to a man. I don't recall my granddaughter proposing to her husband when they got engaged. Traditionally I don't think so.
No I have heard of the woman asking the man to marry her but not the norm.

As far as I'm aware the only time 'tradition' has a woman propose is February 29
