Anyone on your friends list should be able to get notifications, if you tag them.
What is a Tag? It's this: @Noworries72
There is a limit to the number of tags. I believe it's ten tags, if I remember correctly. They just won't highlighted nor notified after ten tags, even if you exceed that number of tags.
A quick way of doing tags in the editor is to use the @ sign followed by the first two characters of their username. A list should pop up with the full username as well as similar usernames. This list however will not show after an edit of the post/comment/reply.
