Congress's is the Legislative Branch and its job is to control the public purse. It has no business dictating foreign policy, the job of the Executive in the White House. There is a good chance of Trump pulling the US out of NATO. I hope that happens before Russia bombs London and Paris.

Second rate? Compared to which nation, and in terms of what? Russia is the second global military power behind the US at the top of the list. (Global Firepower Index). Russia's ICBMs can reach the US in 30 minutes. This is common knowledge. Russia has defeated the Germans (Hitler) and the French (Napoleon) in all out wars. I have no doubt that they can destroy the US in a nuclear conflict. Trump probably knows it.

I have no knowledge about Russia's nuclear weaponry. Neither has the Pentagon. My statements about Russia's military capability are based on internet sources.
