Apparently cannot be the next 4 in line to the throne and cannot be Anne because she was born after 2011 when they had the change in the Ascension.

So the choice came to Andrew or Harry

I know which i would prefer

These are the Counsellors of State. By law, Counsellors of State include the Sovereign's spouse and the next four people in the line of succession who are over the age of 21. That would be Camilla, William, Harry, Andrew, Edward. I wouldn't trust any of them to run a tea shop.

@SW-User Yes, I just realised I got that wrong. Harry needs to keep up his residence in UK too, to stay on the list.

Charles might even prefer Harry to Andrew, but the fact that Harry has his residence in the US must have been a factor in the decision.
