Elon Musk places far more junk in LEO (low-earth orbit) than anyone else alive, making him the biggest contributor to our concerns about the Kessler Effect (i.e. the very real likelihood that a piece of disintegrating debris will trigger a chain reaction of collisions within LEO, leading to a situation where that region of space will no longer be a viable place to place satellites) becoming a reality.

Anyway, my question is this: should he be fined and/or sent to prison for this reason alone, nevermind all the other good reasons to permanently put him out of business?
