The fact Trump said there would be no more strikes on Iran until after the midterms tells us he's scared they can spike fuel costs and sway voters

It also admits there will be more strikes on Iran; starting in a few weeks' time.

Making that "promise" hints Trump realises he is nowhere near "winning" or "ending" his war.

That and other statements also hint that he realises he is losing domestic support; although Republican Party loyalty even if not Trump loyalty, is likely still strong.

He's also potentially helped the Iranians by that "promise"!

It tells them they might have a few weeks in which to regroup, consider their strategy and tactics, repair damage, strengthen their defences and re-stock theirs and their Houthi pals' arsenals.

The Iranians are not stupid, of course. They may indeed find that a useful hiatus, but will not drop their guard during it and they do not trust the USA. They know a mere domestic-electoral "promise" to voters is not a cease-fire; and could even interpret it as trying to trick them into dropping that guard.
