They see no point in pissing off Trump now. South Korea, whom the US has been protecting for decades, did nothing when Trump asked for help. The same with Japan, who the US rebuilt after WWII. They refused to help. NK is expecting Trump to withdraw American forces from South Korea and Japan , like he is planning to do in the less than friendly NATO nations. Then they can do as they want.
