It's like attempting to stop a flock of birds from migrating. You simply can't do it.
Nor can you just let certain birds in and prevent other birds from migrating. It's impossible.
You can only slow it down a tiny bit.
In that Biden was effective. Because he combined his policies with economic aids.
The same aids that this administration totally cut in multiple ways.
You may not like it. Yet this is truly a global situation!

The border is certainly no where near closed.
Approximately 1 million people enter the United States every day through various ports of entry, including airports, land checkpoints, and sea ports. This high volume includes international travelers, tourists, and U.S. citizens returning home. Additionally, about 70,000 foreigners arrive daily, including legal immigrants and visitors.
And that's not even counting the illegals that yes are still coming, at a slower rate, but they certainly have not stopped.
The border is certainly no where near closed.
