I can't read The Guardian items because they are behind a subscription, but if the report is accurate, what does Trump mean and why?

It may be a Communist dictatorship but what has Cuba done to the USA?

What would happen to the Guanatamano Bay prisoners, many if not all there on remand, not by sentence?.
