Restarting a nuclear test program doesn't seem to suggest he's very serious. After renaming his Defence Department the Department for War, it will be obvious to anyone where his real heart is when it comes to peace.
@FreddieUK I'm studying to become an American citizen, so as long as I get chosen to push the big red button during the nuclear test, I don't really care about anything else.
