This goes back to the difference between the failed ideology of the "Confederacy" and the "Union". America didn't become "Great" and the envy of the World on a "Confederacy" of States making their own decisions but on a Union of States with the power of many making us stronger and better able to help each other when the need arises. Local State run programs often run into corruption and a lot more money being wasted, which is one of the many reasons the Confederacy failed in the first place. FEMA, like many agencies, isn't perfect but it has helped a lot of people in desperate need when it was needed...
