If you mean Musk and DOGE .. Musk is a naturalized U.S. citizen, with established residences in the U.S.. The Americans who lost jobs worked for inefficient /ineffective government agencies
and jobs were cut due to need to reduce spending. Democratic President Bill Clinton over saw a similar large reduction in U.S. government jobs .. so clearly precedent already existed.
