Ms Banks is, of course, DEAD WRONG!!! I looked up a bit the age of consent and when it was implemented:

By 1920, 26 states had an age of consent at 16, 21 states had an age of consent at 18, and one state (Georgia) had an age of consent at 14. Small adjustments to these laws occurred after 1920.

For Ms Banks edification: below the age of consent, a person cannot consent to sex; their words don't matter. Thus sex with anyone below the age of consent is rape; statutory rape to be specific. And it's been that way since 1920, despite Ms Banks' absurd claims.
